Ottawa, June 22, 2010 - Senior members of the Administrative Council and the Secretariat met for a plenary session on June 19th in Ottawa. 
The four hour meeting focused on an broad agenda which included reviews of the budget, legal and administrative policies as well as strategic program goals.

Support fresh initiatives to make international borders that protect as well as connect. 

 Since the Palermo Protocol established in 2000, the majority of the world?s states have created, or amended criminal legislation prohibiting trafficking in persons. Global awareness has been raised through various governmental and intergovernmental initiatives. National NGO communities have often been involved in everything from prevention to rehabilitation. However more work needs to be done. Trafficking in human beings continues to be a global problem requiring global cooperation.
 
We suggest that the effectiveness of strategic prevention efforts demands that like minded states commit to new and more focused initiatives to improve relevant counter trafficking programs.
 
The challenge associated with the elimination of human trafficking today is substantially what it was ten years ago. This means that we must redouble our efforts to work together and better utilize the limited resources available to deter this criminal activity worldwide.
 
Since 2008, the global economic crisis has created a two pronged problem that needs to be countered with effective enforcement strategies that targets border criminality while ensuring effective protection and broad compassion for their victims. It is a fact that the global financial crisis often makes many migrants take increasing risks to make their life better somewhere else. All too often they become victims of trafficking syndicates. The situation is acerbated by the fact that government resources are shrinking and less and less is being spent on enforcement and prosecution that supports long term prevention.
 
We recognize that the international border management has come a long way since the G8 met at Sea Island in 2004 where maximizing effective information exchange among partner states was seen as a key element to strengthening international border security. But six years later significantly more sophisticated and precise partnerships are still desperately needed to support real cooperation between hitherto unconnected law enforcement bodies, police and IGOs. Without your support of new initiatives more effective prosecution of trafficking cases will continue to be limited.
 
We support the continued expenditure of additional resources for unique victim assistance programs but without balancing that effort with a similarly unique global enforcement approach it will do little to effectively deter the scourge of human trafficking.

Ottawa, May 6, 2010 -  Effective immediately the WBO-BORDERPOL Secretariat has deleted links to Twitter and Face Book. The decision to withdraw  from these services is based on increasing numbers of frivolous requests from subscribers as well as concern for data protection offered by these social networking programs and the community that is served by this organization.
    

Ottawa, May 4, 2010  - The HQ Secretariat reminds all members and observers of BEXCOM as well as interested parties in the Technical Committee that presentations to the June 19th plenary meeting of the Executive members of the Administrative Council in Ottawa can be made in person or submitted in writing in advance. The draft agenda is available from the Executive Director or the Secretary Treasurer. 

The HQ Secretariat congratulates the EU Secretariat and Director Zoltan Szabo for the assistance to and work with European Airport and Seaport Police Association at it recent Conference in Budapest.
